CCN controls the file buffer and the ZModem transfer and so it must receive the file first. A file is transferred in packets and these are not necessarily received in the proper sequence. CCN puts these packets in the proper order before sending them to your computer. If you were to receive the packets directly and out of order, you would probably get gobbledegook on your computer. All Internet providers do the same. Packet transfer is the way of the Internet.
