User Registration
This is a program that the user invokes with 'gregister' and allows the
user enter pertinent information into a form which will be submitted to
the office for user account records. The user then follows up the online
registration by sending in a hard copy to the office along with proof of
identification or a fee or donation in the form of a cheque.
