Quota Warnings
Quota warnings are sent to users at the time they move their account
past their assigned 'soft' limit. The base soft limit is 500K, the hard
limit being 1 meg. After a user exceeds the hard limit, the user can no
longer receive mail, issue mail, save or modify files or read news
(.newsrc file is erased and a new one does not get created.)
